Question CANT FORMAT HDD TRIED EVERYTHING!

Trying to format an old HDD to put in another computer. But i keep getting the error like.. "cant format because programs being used by this HDD." Ive removed the HDD and my computer still boots up!! so IDK whats holding it up? it doesnt have my OS on it and it wont format! Ive tried changing the paging file through system properties and virtual memory. Still will not let me format this drive. PLUS when i try CMD DiskPart program... and type LIST DISK.. the window just closes after flashing a list thats empty. PLEASE HELP!

What make/model drive is this?

Put it in the other PC, and format it there.

MQ04ABF100 Toshiba 1TB/1000GB 5400rpm Sata 7mm 2.5" Hard Drive 128mb, 6 Gbit/s.
The next problem is, when i put in the 8 GIG to replace it. I Cant intialize the new HD

Okay i got the 8 GIG WORKING finally.. But so i can just format the old drive in the new PC and it should work fine?

Assuming no physical faults with it, yes.

So, this problem isn't about formatting, but rather appz or services that lock the HDD? So I'd advice you try figuring out what program it may have open files on your hdd.
