Can't format my computer?!?!?!

Hey, i've been trying to format my pc lately but each time i'm not successful. i've tried four times, i tried with two different disks and two different USB's each with a different ISO. when i try to format it from a disk, after the windows logo the screen just turns Black with a white cursor, but when i try to format iy with USB the windows logo just cuts out and turns vlack with no cursor. I'm very reliant on my PC and would greatly appreciate any help

I'm sorry that i can't give specific model names as i did not build the PC, my brother did, but it was custom built 2 years ago,reason for formatting is that it crashed during some form of loading screen and i got stuck in some form of windows recovery loop then i got this message "Windows has encountered a problem communicating with a device" after some research people said this generally is caused by a corrupt OS, so i decided to format, I know that the total budget of parts for my PC was £900 2 years ago, so its not poor gear

Do you have your Windows install discs?
