[SOLVED] Can't formatt USB drive

Hi, so I made a bootable Pop OS usb, now I want to format it again so I can use it for other stuff, but I'm not able to no matter what I do. I've tried diskpart and every time I try to do the clean command it says "access is denied" I've tried to fix this with the StorageDevicePolicies and running diskpart as admin but nothing works, what's really confusing is that I've done this before on this exact same usb drive.

All help is appreciated thank you.

So I'm using the Linux Live but it can't recognise the usb so I tried to repair it with chkdsk ands it spit this out

The type of the file system is exFAT.
Volume Serial Number is 3600-E0FA
Windows is verifying files and folders...
The upcase file content is incorrect.
