Can't get an operating system (windows 10) on my computer

I recently bought a set of new computer parts and had a friend come over to put it all together. Whenever I go to install an operating system (I've tried windows 10 usb thing that was $120 and a windows 7 disk) right before the computer should prompt for me to select language the computer reboots and I have to select 64-bit again and once again it reboots. My specs for the computer are: intel core i7-4790K, GeForce gfx 1060, Z97 PC Mate MSI motherboard LGA1150, 2x DDR3 DSRAM - Kingston, Rosewill Arc-650 Idk what else I need listed, I don't know much, I had a friend come over to build it for me. Although all hardware should be compatible. If you need more information please ask, I have tried a lot I feel like so please try to help or at least narrow down the issue, I just hope it isn't a hardware issue (my friends keep telling me it's not but I'm not sure!)

what hard drive do you have?

Try running http://www.memtest86.com/ on your ram

It sounds like hardware is the problem since it can't be windows at this stage,
