Can't get bios to boot windows Flash drive.

I have had success on other computers and on my computer in the past but when I plug in my windows 7 usb stick the bios refuses to boot it. I have tried screwing with all settings attempting to get it to boot but to no avail.
Motherboard: Asus Z170-P
CPU: i5-6400

If Secure Boot is enabled, disable it.
Also enable Legacy boot mode.

Then use F8 to get to the Boot Menu to boot of the USB stick.
