Wow, even at that, they must be throttling the heck out of that fibre line. My cable connection is well faster than that on DL. Upload is crud though...

I lived in a county that had run fibre to the curb of (nearly) every home/area in the early 2000's. It was this huge push by one of the county officials who were somehow tied into the provider. When we moved in the plan was that it was to be live within the year. We saw the work ongoing down the highway to get the connection(s) made and everything.
Several years later the only place in the county that had it was the govn't offices and courthouse area. All the rest of the infrastructure was and remains dark even now. Such a waste...
Where I live now we are separated from fibre by one county that is absolutely a dumpster fire since the 96 Olympics. The company hosting the fibre refuses to run through there to get here citing concerns about their infrastructure. I can't blame them.

Either way, as long as it is an actual human.
i just checked my isp is talktalk so i was on webchat and this is what they said
Fibre 35 and Fibre 65 broadband is not available right now
Fibre is available in your area, however the speeds available at your address are below the minimum speed we offer for our fibre packages, so we recommend taking one of our unlimited broadband packages.
Est. typical D/L speed 9.1 Mb and 15.4 Mb
Est. typical upload speed range 0.6 Mb and 0.9 Mb
Min. guaranteed speed 5.8 Mb
and i said why my neighbour has fibre and they say
All service providers are allocated a fixed number of Fibre lines. At the moment

Doesn't sound like it is a actual fiber install you generally get much faster rates. What I suspect they are doing is running fiber to a cabenet near the houses and then running DSL over copper phones lines form there. Not sure why they call this fiber, I mean they run fiber to the cable tv distribution nodes also. You are likely just past the limit of the copper cables from the location the fiber terminates in.
They likely will never put in fiber since the cities seem to want money for permits more than they want a company to run more fiber.

So the building is big and there are maybe 3or4 or maybe more not sure haven't walked around people living and they all have fibre exept mine address only mine number which I put its says not available and for other people that live in this building they all got it so I'm very confused about it

I need better speed to download games I can't stand 1mbs download speed while other people in the same building can upgrade to over 70mbs

You don't need to keep posting about the issue several times, no-one except the people that provide the service can hook it up for you. Look up if other IPSs are available in your area that have lines to your building. If you are in a single apartment building you can check with the IPS why your neighbors in the same building can get the service and you can't. They are the only ones that can do anything for you.

You need to call and talk to a person. Get them to send a tech out.

The UK has 2 types of Fibre.
  1. FTTC - Fiber to the cabinet - where fibre runs from BT's main hub to the cabinet. A server is inside the cabinet and all the resellers have a bandwidth or fiber allotment from BT to run their own ISP service which is a software VM inside the server. This service comes over copper wires to your residence.
  2. FTTH - Fiber to the home - Where fiber actually runs all the way to your house, this is optical fiber cable and has great speeds. I doubt you have these lines running to your residence, otherwise your neighbors could get gigabit internet speeds.

But you literally found your own solution.
All service providers are allocated a fixed number of Fibre lines. At the moment

Refer to what I said about FTTC. If TalkTalk is out of bandwidth or fiber line allotments from BT. Then change to another provider whom may have higher speeds available to you.

The below chart explains why you only have 16mbps available. You're on ADSL2 while your neighbors are on fiber to the cabinet:

If TalkTalk is out of fiber channels, then you can try Sky or Plusnet, or BT who actually owns the fiber line. The other option is Virgin media if you have coaxial cable running from the cabinet to your apartment.

Thanks for the replys I managed to get in contact with openrech telling them why nearby my place they all got fibre except me and I checked the area my isp is talktalk so they said they looking further into this hopefully they will send someone to fix it up
