Cant Get FPS Higher in Black Ops 3 PC!

I just got black ops 3 on my pc and started playing it a bit ago, i noticed my pc could not get more that 72 fps. I made sure my fps caps in game were off and my refresh rate was at 144hz (My monitor is 144hz). I tried everything. I even tried setting my setting down to the minimum and play with the worst quality available.... Still at a constant 72 fps. On the worst settings possible, it did bump up to like 140fps for a second and then back to 72 fps. Please help my..computer specs are
-core i5 4460
-gigabyte r9 270x
-corsair 500w supply
-16g corsair vengence ddr3 and 4g hyperx ddr3 =20gb of ram
motherboard-gigabyte b85-hd3
-wd 1tb drive 7200rpm i think
-samsund 120gb ssd
optical drive-
I checked online to see if there was maybe a there was not enough power going through but it said that it had 419w in total usage. Oh well please help me out/

Sounds like vsync is on. Either in game settings or in catalyst control center.
