Question Can't get full bandwidth on LAN

I have an ASRock Z97 Extreme6 mobo with an Intel Ethernet I218-V LAN port and Realtek RTL8167 LAN port. I'm using Win10 and dual-booting between Windows and Ubuntu. I'm supposed to have 1000Mbps service to my home. I can get nearly that much (about 900Mbps, according to my provider's speedtest website) when I boot to Ubuntu. However, when I boot to Win10, the best I can get is about 25Mbps on either port. I've updated all LAN drivers that I can find, and I believe I have the latest bios (not updated since ~2015, however). I'm currently using a USB wifi connection that's getting about 40Mbps for Win10. Can anyone provide any clue as to why I can't get the full speed? TIA.

Sorry to cross-post this, but I haven't found a solution in networking. Here is my original question in the networking section. The tl;dr of it is that my desktop is an ASRock Z97 Extreme6 dual-booting between Win10 and Ubuntu. I have 1000Mbps service run to my home. Every other PC in my home gets full bandwidth from the LAN (~920Mbps). When I'm running Ubuntu on this desktop, I also get full bandwidth from the LAN. When running Win10, the best I can get is ~90Mbps. I've updated all bios and LAN port drivers (the mobo is no longer supported). I've followed all advice in the other thread. I've also contacted ASRock Tech Support. They say the LAN ports are working and suggest a reinstall of Windows. I agree that it seems to be a software rather than hardware problem, but am loathe to do a Win reinstall, especially on a dual-boot drive. Anyone have any other ideas?

Thank you for helping me with this. I have the wired ports unconnected at the moment, as you can see, and am only using a USB wi-fi adapter. Also, don't know if this is relevant or not, but I can switch between the wi-fi and wired connection no problem if I leave the cable connected (to either Ethernet port). The only problem is that it is not getting the speed.

This is the only unit, which was replaced two days ago by my service provider: Arris, Model DG3450. Remember that every other PC in the house has good speed (~900Mbps), and that this PC has full speed when booting into Ubuntu.:unsure:

@SgtScream FastLAN was installed with the other ASRock utils. I did mess around with it a bit, but not entirely sure how to use it. No change in speed after a couple of small tweaks. Thanks for your continued help on this.

@Alabalcho Uninstalled VirtualBox and rebooted: no change. :(

Ok, tried to update in Device Manager, but Windows says it is already up-to-date. So I uninstalled and reinstalled the Intel LAN port, no effect. Then rolled back the driver to one from 2016, no change. Reinstalled the newest one, and back to about 95Mbps.
Re-enabled the other LAN port (Realtek PCIe GbE Family Controller) just for kicks and got 60Mbps. Disabled it and using the Intel port again.
Could there be some other software that is limiting the speed for some reason?

The cable is connected directly to the router. Here are the speeds connected to the various ports on the router. (Again, I'm getting nearly full speed when booting into Ubuntu using the exact same equipment and ports.)

Intel LAN Port
Router LAN Port 1: 90 Mbps
Router LAN Port 2: 71 Mbps
Router LAN Port 3: 70 Mbps
Router LAN Port 4: 70 Mbps

Realtek LAN Port
Router LAN Port 1: 689 Mbps
Router LAN Port 2: 73 Mbps
Router LAN Port 3: 68 Mbps
Router LAN Port 4: 68 Mbps

These tests used my internet provider's (RCN) speed test page.

When I test with cFosSpeed using the Realtek port and port 1 of the router, I get 11.9 Mbps.

Does Windows think you are making a 10 or 100 or 1000 speed connection? Not the actual speed as measured by testing.

Understood on Win vs. Linux. Just ensuring all the easy things are ruled out. You definitely seem to have a Windows issue, just trying to isolate the possible causes.

Have you tried measuring the speed when you transfer files with another computer on your LAN? I'm wondering if this problem affects everything the LAN card does, or if it's specific to only Internet bandwidth. If your LAN transfers happen at full speed, there could be some sort of proxying going on. Do "what's my IP" sites give the same result for this compare versus your other computers?
