Cant get gpu fans running or be detected by pc

I can get my pcs display to run through my gpu but the fans are not working and i cant install any of the drivers for it also i cant seem to pick up that my gpu is installed on my device manger.
Specs
Amd rysen 3 1300x
Corsair Vengeance 4x8gb
GTX 1060

Have you tried plugging it into a different pcie slot? Try putting it into a different computer to see if it works there?

Its normal for the fans not to start when not under high load.

Make sure you have all the windows anniversary updates before trying to install the nvidia driver.

I have tried it in a different pcie slot, I dont actually have another pc to try it out on
