Question Can't get my computer to start or post

So I just decided to upgrade most parts of my build.

New 2080 gtx
New micro atx motherboard
ASUS ROG LGA1151 (300 Series) DDR4 HDMI DVI M.2 Micro-ATX Motherboard (Strix B360-G Gaming)
New power supply 950w
New cpu cooler
But...
Old ram
Old 7700 cpu
Old hard drives

Now when I first put the computer together all the lights and fans turn on but would then immediately turn off.

So to troubleshoot I removed pretty much everything except the ram and cpu. Same results. Then I tried taking out the cpu and leaving the ram in, which got the computer to POST.

Does this mean my cpu is bad?
