Question Can't get my full download speed on PC only

So starting very recently, I can only get 20Mbps out of my 110Mbps. I have tried both wired and wireless and also ran a test through a hotspot that would also not exceed 20Mbps on the computer but did 80Mbps on the phone. All other devices are getting 80Mbps or above. I have tried booting into safe mode as well with the same speed results occurring as well as different browsers and speed testing sites.

PC specs are
ASROCK Fatal1ty Z170 Gaming K6
Killer networks E2400 LAN (Driver Version 9.0.0.49) (tried with no killer network manager)
Wifi card tested with was Qualcomm Atheros AR9287

So, after plugging a ethernet cable directly from the wall (not the router) and into your motherboard ethernet port, you could only still get 20 Mbps?

If so, then it would seem like you would need to contact your ISP.

Suggest run Windows Restore to the point where it was working.
