Cant get my gpu to run..

i bought a new gpu recently (R9 390 8GB PCS+) and i just cant get it to run. I also bought a brand new psu 850watt gold. When I connect everything up my screen doesnt seem to get any signal. One wierd thing is that my keyboards Num/Caps/Scroll lock is turned on and my mouse isnt powered at all. I have an old motherboard (Intelboard DH77EB), old cpu (Intel i7 3770) and 8GB DDR3 ram. I am 100% sure that everything is plugged in correctly but it just doesnt want to start up. the gpu's fans start up too and it worked on my friends pc but i cant understand why it doesnt on mine. Please help!

Have you reset the CMOS after plugging in the GPU, (if you have more than one stick of RAM) maybe swapping ram sticks around? Sounds like the motherboard isn't reading it correctly.

Well I actually use VGA/DVI converter and I'm sure it's connected properly 8pin and 6pin
