Question cant get my ram to its rated speed

my pc:
cpu; ryzen 7 2700
motherboard: asrock fatal1ty b450 gaming k4
ram: corsair vengeance 3000mhz ddr4 two 8gb sticks
I enabled xmp and it still runs at 2133 mhz ( according to the bios and windows powershell)
I tried changing the voltage a bit and even overclocking my cpu but windows either told me that there was a problem or the speed was the same as before.

i have the pc for some months now.

Are you saving your entries in BIOS using F10?

When your changing your RAM frequency (MHz) in bios you usually don't have to touch the voltage. Have the voltage on Auto and the the frequency portion the drop down will have preset speeds and will do all the other stuff for you.

I just exit and save.And I know its saved cause when i get back into the bios all the changes i've done before are there.
And also when i enable xmp i dont touch enything else.If I change anything I disable xmp and change the things that could improve ram speed.
