Cant get overclocking to stick in windows (CPU-Z and coretemp)

Hi

I am trying to overclock my CPU for the first time and have spent a long time reading this forum and doing a fair bit of googling, but I cant seem to get it to work.

My system :
Motherboard : P67A-GD65 B3
CPU : I7-2600K
CPU cooler : Noctuna NH-C14
Memory : DHX DDR 1600Mhz 8gb
Bios version : 4.3 (Newest)

I have changed windows power managment to high performance

As you can see, I have changed the CPU ratio in bios to 4Ghz, and it seems to work in the bios as you can see in the top right corner (40x100Mhz). But when I enter windows I get the same results on hyperpi and Geekbench 3 as before I overclocked, and core temp and CPU-Z dosent show any overclocking, even under full load (Windows task manager actually show 4ghz)

Anyone have any idea what iv done wrong?

I did try to enable power technology in bios once and manualy change to max clock on each core, and then cpu-z showed the correct frequency, but the system was very unstable even at 3.4ghz.
 
It says Core speed : 3399Mhz and under that : Multiplier : x34 (16-40).

So you would think it went all the way to 40, but even at 100% load it stops at 34 🙁
 


Doing the ROG Realbench stress test now, and the multiplier went to x34 and stay there, dosent go any higher.
Realbench only picks up the cpu at 3399mhz - multi:34 - bus 100Mhz.
