Can't get stable 60 fps on games

Hi there,

I'm wondering if you can help me regarding my concern. I can't seem to get stable 60 fps on most of my games.

Here is my system:

FX 6300 3.5 GHZ (Stock)
Sapphire R9 280X Vapor-X (Stock)
Gigabye GA-78LMT-S2
8 GB Kingston DDR3 1333 (4x2 GB)
Seasonic M12II-620 EVO

Drivers and OS:

Crimson ReLive Edition 17.4.4
Windows 10 Professional

Currently Installed Games:

Dota 2 - 59.99 FPS - drops down on some scenarios to 50 fps.
- saw a gameplay on youtube similar with my processor and GPU, the user got more than 60 fps (80-ish fps), dropping only to 65-70 fps (All details Maxed Out)

Resident Evil 7 - maximum fps - 47 fps, average - 29-37 fps
- saw a gameplay on youtube similar with my processor and GPU, the user got 80 fps, dropping only to 70-ish fps (All details on Maxed Out)

Is there something wrong with my system? Appreciate your help and feedback. Thanks!

[UPDATE]

I managed to resolve the frame drop issue in Dota 2 by lauching the game with -dx11 -vulcan in steam set launch options.

I also resolved the stuttering and frame drop issues in RE7, by turning off shadow cache and lowering down the texture settings to medium. Although, I still cannot achieve 60 fps. My guess is, heating issues in both processor and GPU. I'll be re-positioning my case fans tomorrow after I clean my unit and see if it will improve.
