Sorry if this was already suggested, but Make sure you don't have one as "dedicated Phys-X" in the Nvidia Control Panel. If you do this; it will disable your SLI setup.
It will not allow SLI with a dedicated card, when the cards are the same Hardware IDs, such as your two GTX 660s. You can only
1. install two of the same cards in SLI, then have a 3rd GPU of a different model... for dedicated Phys-X.
2. Select your CPU as the Phys-X choice...or
3. You can leave the Phys-X preference checked - "auto." Then try to run in SLI again.

Hope that helps if you haven't fixed the issue already

Also check the manual for your motherboard and make sure of the hardware combo it allows for PCI-E x16/x8/x4 etc. The slots you are attempting to install them too may not work (some change to x0 when the 1st x16 card is installed..and you may have to use slot 3 instead of 2, and so on)

For instance:
3 way SLI on some boards is x16/x16/x0/8, where others are x16/x0/x8/x8 etc., and the options change depending on if its 2 way SLI/3 way or 4 way. I would look at the specs on the manufacturer website.

Cheers
