Can't get to CONTROL PANEL

I have a DELL Dimension 2350, P4 2.0GHz, 768MB RAM, and XP Professional.
I have problem to get to the CONTROL PANEL: anytime that I click on the
CONTROL PANEL icon , my system searching for a few minutes and shows the
message as : WINDOWS has encountered an error, need to close" and ask to send
error report to Microsoft.

The problem happens this time is the 2nd time, first time was 3 month after
I bought the computer from DELL (XP is Pre-installed) on 2003, but I just
left it like that until my computer crash last May. I have to re-install XP
and all the other softwares and it works fine until last week.

Please show me what to do.

A lot of Control Panel problems are caused by spyware. Update your
antipyware programs and scan your machine.

I have installed SPY SWEEPER Ver. 4.0 and set to sweep my computer daily but
no spyware were detected (I also install Norton Internet Security 2005 and
set to check for virus every week).
To try with another Anti-Spyware sotware, yesterday night I uninstalled SPY
SWEEPER and replaced it with Microsoft Anti Spyware Beta 1 and ran it but
still did not detect any spyware !!!

is there problem with conflict software or hardware ? I tried to re-install
XP using the recovery disk but it said that the XP Version on my computer is
higher Version than the Version on the disk (because I set up Windows to
automatically update since I re-installed XP last May) Shoul I re-install
again and not update anymore ?
