Solution
try swapping out optical drives ?? could be a chipset failure

or you got a bad / illegal copy of windows ?

[Cause]

anyway seeing the hard drive failed and now the optical drivs don't seem to work as well and usb fails ?? maybe something with the motherboard failed

you could try a live bootable copy of Linux to see if it will go to desktop on the live dvd ??
you may look in to this deal ?

''Microsoft is removing support for the EHCI host controller (USB 2.0 spec) and keeping only the xHCI host controller spec (also known as the universal USB 3.0 specification). While the USB 3.0 spec is backward compatible with most USB 2.0 and 1.0 functions, installing windows 7 via USB will not be one of them (source: EXPReview).''

it was meant to prevent installing on skylake but you know it will affect any platform as well ??

no telling what else been removed from as well you don't know about yet ?
