Can't get Windows to boot, unsure of my next move (possibly an HDD issue)

A few days ago my HDD kept spinning at 100%, and despite my best efforts, I couldn't figure out how to solve the problem. I've had this happen in the past, and the last time I encountered this, running chkdsk seemed to resolve the issue.

I told ChkDsk to run with the /f and /r parameters, but that never finished.. i got dumped into Windows Automatic Repair which failed to yield any results. I ran ChkDsk again from the Windows recovery page. This was going well, but i failed to stick around to see it come to fruition.

I started it on the day I was heading home for the holiday, and left ChkDsk running feeling confident it would at least show me any issues upon my return home. Alas, I got home tonight only to see a message telling me "Whoops, can't start Windows, sorry" (paraphrasing of course, i didn't have an error code or anything).

My next play was to attempt to reset windows. I selected the option to keep my apps, but I got a message saying "There was a problem resetting your PC. No changes were made", so I tried the reset option where it'd get rid of all the data only to get the same message.

I'm thinking I probably need to do a clean install of Windows, but I wanted to consult the experts first. Should I try ChkDsk again? Should I go ahead and skip that, and move onto a clean install now? Maybe try one of the other recovery options?

If you need any more information for me, I'd be happy to supply it. The HDD in question is a 2TB WD Black, and its the only drive I have on this system. Also probably worth mentioning I'm totally ready and willing to say bye bye to any data on the drive.
