Question Can't initialize disk - I/O Error

Hello,
I recently got a disk from a case, it's a bit old but I plug it in and Windows only displays it in Disk Management.
I try to initialize it but I'm presented with an I/O error. It shows me it's capacity and I have tried to format it via diskpart but it doesn't work.
Is the disk dead or is it recoverable?
 
Test the drive with another cable and in another port. If it still does that on your system and on another system consider it a dead drive.
Oh yes, I've tried it on another PC and everything, same thing 🙁
I just hoped it could be recoverable by replacing any part of it because the disk does spin
