Can't initialize HDD on one PC but works on other PCs

One of my PCs can't initialize a HDD, it says "I/O device error", but when I install it on another PC, it works fine. Does anyone know how to fix this problem, or what the cause is?
 


I did check and it does "see" it, but it doesn't let me do anything to it.
 


oh I forgot to say that its an old drive that i'm trying to reuse. And diskpart does "see" the drive.
 
Hmm, I use Easeus Partition Master most of the time, not sure if there is a fully functional Free version. If it is, DL the trial and see if it "sees" it... If it does, delete all Partitions with it and re-initialize it there as well.

the thing is it doesn't have any partitions, and when I go to disk management, it ask me to initialize it, but the error "I/O device error" comes up.
