cant install 2007 office on a windows 8.1 setup this is a legal office

1) Who cares if you're a "legal office", in fact, if you have security requirements Office 2013/16 is highly recommended as it adds an extra layer of accountability in the form of user profiles.
2) If you have to follow certain access and backup requirements of the law, you should contract a professional IT service to make sure you are in compliance.
3) You should check https://support.microsoft.com/en-us/kb/926804 . Looks like there is an issue with your .net framework, and it will need to be repaired.
