Cant install anything on my pc due to some dll file

So, recently i started to have a problem with pretty much installing anything on my pc. It always gives me an error message with SPFILEQ.dll is unable to run or it contains error.
Ill appreciate any help and i am sorry about my english 😉
 
Solution
1) try to repair system files:
1. Click Start, click All Programs, click Accessories, right-click Command Prompt, and select Run as Administrator.
2. Click Continue or supply Administrator credentials if prompted.
3. In the Command Prompt window type the following, and press Enter:
sfc /scannow

You should see the following on-screen messages:
Beginning the system scan. This process will take some time.
Beginning verification phase of system scan.
Verification % complete.

Once the scan has completed you will receive an onscreen message resembling one of the following:

…found no integrity violations
…found corruption but repaired it
…found corruption that it could not repair.

2) If first solution doesn't help, find this...

2) If first solution doesn't help, find this SPFILEQ.dll file in you system. Download a copy from dll-files.com. Replace all your SPFILEQ.dll files with a downloaded copy.

3) Check if there were recent Windows updates. Uninstall them.

4) Restore Windows a) to a previous build b) to a saved system restore point
