Can't Install DirectPlay on Windows 10?

Trying to play some older games on Win 10, which requires DirectPlay. But when I go to install it I get "Error code: 0x80073701".
So far I've tried sfc /scannow in command prompt, but I get "Windows Resource Protection could not start the repair service." Maybe if someone knows how to fix this
Can't run the game in compatability mode, because when I go to click "Properties" nothing opens. But this goes for any file.
Any advice on getting past the error when installing DirectPlay?

its already part of windows 10, just turned off.

Forgot to mention that I had tried installing DirectPlay through legacy components, I just get another error when doing that. Even with my anti-virus and skype turned off. Although I could re-install DirectX and see how it goes
