I've never had this happen before and it's really annoying. I've tried deleting all google files and even tried an offline installer but nothing works. What do I do?

But why can't I install it though? I have it installed on a different Windows 7, Windows Vista, and Windows XP system as well and they work.

I've done many fresh installs of all of these OS's and applications well after their support ended. This is also a fresh install but I can't get any installer to work, could it possibly be an issue with my hardware or something?

You should be able to install 109.0.5414.120, but the installers for anything newer are deliberately supposed to reject the install. If that doesn't work then you probably need some WindowsUpdates on a clean install, considering SP2 came out back in 2016 while support didn't end until 2020. Now that Microsoft have removed SHA-1 signed updates from their servers, you have to get those from somewhere like Legacy Update unless you downloaded them all back in the day.

I don't recommend using out-of-support browsers online, because all the versions released later can have their patches reverse-engineered to determine what vulnerabilities were patched, so are essentially how-tos for how to hack your browser.
