CANT INSTALL .NET FRAME WORK 3.5 ON WINDOWS 8 help please!

So just updated to windows 8.1 from 7 using the updater and I tried to run my new game on my new gaming pc and it s keeps telling me I need to download .NET frame work 3.5 and when I try to download it it give me and error saying. "Windows couldn't connect to the internet to download necessary files"

Error code :0x800d0906

if anyone knows how to fix this please someone help me!!
I tried a lot of things! I tried to get a mirror download, I checked my firewall! I even did the DCIM cmd thing! When I do that it says source not found! NONE OF MY GAMES WORK! PLEASE SOMEONE HELP ME!!!
