Can't install net framework 3.5

I tried downloading it but it just wants me to use windows update which can't connect as always. I tried enabling it which does the same thing. I tried the "Dism.exe /online /enable-feature /featurename:NetFX3 /All /Source:E:\sources\sxs /LimitAccess" fix but it can't find the files even though I specified the location correctly. The amazing offline installer that some people say works just gets errors. I've been trying to fix this for days please help me!
