Can't install .NET framework 3.5

NOTE: Before you point out updates KB2966826 and KB2966828, here's one thing: they are not present on my system.

I need to run an app that requires .NET framework 3.5. This problem only happened right after I upgraded from Windows 8 to 8.1. I also installed .NET framework 4.5.2, but to no avail. The same goes for the DISM CMD command. Nothing happens (Gets stuck at 60.4%). Also tried without the /limitaccess, and that doesn't work as well.

I'm afraid that my system is a brick now.

Oh yeah. Win8.1 x64. I didn't download any updates or something.

To enable the .NET Framework 3.5 in Control Panel

On the Start screen, type and then choose Control Panel. (To access the Start screen, press the Windows logo key Windows logo on your keyboard.)

Choose Programs, and then choose Turn Windows features on or off.

Select the .NET Framework 3.5 (includes .NET 2.0 and 3.0) check box.

Thanks a mill for the above, was driving me mad, but would also like to add that I needed to uncheck '.NET Framework 4.5 Advance Services'. Hope this helps too....
