Can't Install Operation System

Hi Guys,
This is my first Post, so sorry if doing something wrong...
I need help.
I don't know what else to try...

I've just built a new PC
Motherboard: MSI z270 sli plus
CPU: i3-7100
SSD: M.2 crucial mx 300 275GB
RAM: 8gb 2400mhz

My Problem Is That I can not install The operation system (windows 7/10).
I tried everything on google searchpage
this website
stackoverflow
and youtube videos
from enabling whql/uefi/csm/legacy...
so far no good

windows install just starts normally ( either legacy or uefi )
using usb drive for installer

it allows me to format the ssd
creates 2 partition (legacy )
or (4 in uefi )
which is good as well

but as soon as I click next
it goes copying files (0% -> 100%) AND REBOOTS
that's it.
in bios I THINK i tried all alternatives

I would really appreciate any help
( I have no other hdd/ssd to try on it 🙁 )
