Question Can't install OS (Win 10 or Linux) on new system

I'm building a new system, which I've stripped down to the following:

  • Intel 9900K processor (using the internal graphics to drive the monitor)
  • Gigabyte Z390 AORUS ULTRA ATX LGA1151 Motherboard with F6 BIOS
  • Seagate BarraCuda 1T HD
  • Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4-4000 Memory

I've tried to install Win 10 (purchased a license and USB stick) as well as several different distributions of Linux. None will finish installation. Win 10 hangs on the first reboot after a few seconds. Only one time did the Win install proceed far enough to generate a screen with a MACHINE-CHECK exception. The Linux distros either generate an ACPI AE_NOT_FOUND error or display nothing.

I was able test the memory with the Win 10 setup and it passed. Wondering if this test would also indicate the CPU was functioning?

Any suggestions on how to diagnose the problem or pinpoint the faulty component?
