Cant install software/access denied/xphome

New install,all seams to run fine, except will not allow me to load(install programs)
Attempted to load Disk wizard (seagate) Install starts then, window appears...
Access Denied, with a stop sign.

You may have to login as Administrator and change you user account to an administrator (in control panel\user accounts).
