Can't install software on standard windows 7 account. Changing UAC does nothing

I am unable to install anything on my standard account. I try to install things and I get an error message saying I am unable to do this or that on this account. I don't even get the option to enter my admin account's password. I'm just disallowed and that's that.

I used to use Windows 7 Ultimate, and now I'm using Windows 7 Professional. Before, if I downloaded something and tried to install it, I would get a window to pop up that would have me enter my admin account password to continue. Otherwise, I could click cancel.

Like it says in the title, changing UAC settings has done nothing. The slider is set to the maximum, and I've even set something in the local security policy about prompting for authorization to 'enable'. I can't remember exactly what that setting said, but it is pretty much exactly relevant to my problem. Changing that has still not fixed my problem and now I'm stumped. Can't find anything by searching either.
