can't install windows 10 on M.2 SSD and bios does not show up when reboot

I recently got a new Samsung 250GB 970 Evo M.2 SSD and when i tried to install windows 10 on it, it said it couldn't because bios does not see ssd. I tried deleting all hdds and ssds and I could install windows on ssd but when it reboots, windows installing starts over and over again from the beginning. I tried to reinstall windows on hdd but it couldn't do it and also bios does not shows up when rebooting. Please help :(

i don't think it is because of safe boot. At first, i could see bios settings but i couldn't install windows on ssd because BIOS did not recognize it. After that, i did something and i lost BIOS screen and got this windows installation loop :D. If i can fix BIOS, i must find a solution for BIOS to recognize my ssd.
