Cant install windows 10 on new build

Im having trouble getting windows 10 to install on my new build, here are my specs:

Intel core i5
MSI geforce gtx 1050 ti
Asrock z270 extreme 4 motherboard
Crucial 8g ram
Corsair 550 power supply
Cooler master hyper 212 water cooler
Asus DVD drive(drw-24b1st)
Western digital 1tb hdd

I also was able to get a USB onto someone's laptop and downloaded the windows 10 files from the media creation tool.

Here's everything I've done so far:
Reset bios settings
Enabled legacy mode
Set sata controllers to ahci and bios to uefi
Boot order fixed to make sure it's loading from usb
Unplugged all extra peripherals
Checked all cables and wires in case and mono

I get stuck at the "setup is starting" screen, the screen after I choose a language. The mouse still moves but there's no progress. My old computer also had stopped working, so I don't readily have a 2nd computer to check things on. Any help would be appreciated!

AFAIK you cannot use the downloaded (retail) Windows installer with an OEM key.

If you want that DVD key to work, you are going to need to make an installer disk from the DVD you have using Rufus and another computer and consider yourself lucky if it actually works.

These super discount Windows OS places are somewhat less than totally reliable.

Whether the key is legit will determine activation success.
