Question Can't Install Windows 10 on New HDD

I can't install windows 10 on a new HDD. I have a HP all in one pc. The original mechanical drive died so I bought a SSD to replace it. Installed the SSD. Checked bios and SSD is showing. I have a recovery thumbdrive connected with a bootable copy of windows 10. Reboot and pc keeps trying t repair OS. I go through troubleshooting, choose use UBS/Ext Drive but it never finds the drive. Not sure how to get windows 10 on this drive.
