Can't install windows 7 on a brand new pc

I just built a new PC and I have a USB Key with Windows 7 on it. I set the Removeabal drive to first priority in BIOS but when ever I try to boot it a message that says "Reboot and select proper boot device or insert boot media in selected Boot Device and press a key". How do I fix this?

The message is telling you that the USB key is not bootable.
