Can't install Windows, SSDs completely empty

Hello. I have a serious issue and I can't think of anything. I have 2 SSDs, both empty. Nothing on them at all. I can not install Windows 8.1, I have the OEM disk but nothing is working. Upgrade and custom installation keeps making me go in circles.
 
Solution
I've had issues trying to install Windows on Samsung SSDs in the past... it just wouldn't work... When I encountered problems like that... I just go to Advance options and DELETE all the partitions on the SSD, Create a new one, and Quick Format it... then proceed with the Install.
