Windows 7 Ultimate, I also have Home Premium handy.
USB 3.0
SATA is set to ACHI, I think

I also just moved my old H.D.D into my new pc, and it worked flawlessly, what is wrong with this one?

Try it in a USB 2.0 slot. I had exact same issues back in the day when i had to boot an old server off an Add-in SATA Card. All it had was IDE and i didn't have any IDE DVD Rom drives. I got that same exact answer because the windows 7 PE Enviroment (Where enviroment where you install windows) does NOT have ANY drivers for USB 3.0. In my case kept asking for a driver. Now showing any drives. I tried Raid drivers after Raid driver and none worked. Then I sat there and realized...maybe it the sata controller! Loaded that driver. BAM! was able to continue. I bet you anything putting it in a 2.0 slot and booting will work.
