Question Can't install Windows

I formatted my HDD and plugged it into my PC, I went into BIOS and set my USB stick as priority number 1 and HDD as priority number 2. When I restarted my computer and let it boot up I got a message that says "Reboot and Select proper Boot device...". I googled it and all I found was fixes for when Windows is already installed, this happens while I'm trying to install Windows, anyone know what the problem could be?

if you try to install the os on ssd with usb stick remove the hdd and do the install of iso on ssd .

Same thing happens when I try and install the os onto the ssd, could the usb be a problem?

How, specifically, did you prepare the USB stick? That boot error indicates that no bootable media was found.

I downloaded windows 8.1 iso and the windows 7 usb/dvd download tool and I guess burned the iso onto the usb and turned it into a bootable media.

where did you get the iso files and did you use microsoft usb tool to made it bootable .

I got everything off of the Microsoft website, I think I did everything right, I'm going to try with a dvd instead
