Can't Limit clockspeed of cpu

i got a new laptop...which have core i3 7100u..always running in full 2.4GHz.even when the cpu utilization 2-3%...i tried to limit clockspeed using power management on windows 10 to save battery...but it didnt work
please let me know what is the problem...if anyone knows

Check you windows power managment settings. Next check your bios for any disabled power saving settings.

Thanks for replying elbert.... already checked them...there is nothing like that in bios...actually i can change values in power management but there is no effect
