can't load Photoshop Elements 2.0 revisited

I have reformatted my C drive and reinstalled a fresh install of Windows XP Pro, sp3 due to many other problems and am slowly re installing my favorite programs, and am back to trying to install Photoshop Elements 2.0 (didn't care for the 2 free programs suggested last time) Now the setup.exe on the install program just flashes the lite on the internal drive a couple of times and then does nothing, no warning message. Set the compatibility mode for NT. No Joy. Setup.exe reports 32 bit Setup launcher by InstallShield Software Corporation, ver 5.52.164.0. Setup shows in Task Manager, and Windows Services shows Window Launcher set to Automatic but not started, so I start it manually, but still no Joy. Any more suggestions?

update to newer version of elements.....atleast cs4 or higher... no one can help with a very outdated software(circa 2002).

Sorry, I like elements 2.0 like a number of other user's have reported. I found a workaround, loaded Winxp service pack 1 and then it installed perfectly, then updated to sp3. Seems sp3 has a number of problems beside this one, including but not limited to Power settings!
