Can't load Windows 7 CD

I built a brand new computer with all new parts for my family. We loaded Windows 7 on it fine, and then we tried to install the drivers from the Gigabyte CD. Everything crashed and now we can't load Windows, or from the CD. I thought it was a driver corruption issue, but nothing comes up needing to be rolled back that I can tell. There were no Windows Drivers installed as of yet. We immediately put in the Gigabyte CD.

As it is, it hangs either on the Windows is Loading Files screen or on the Windows is Starting screen. I can't get far enough to choose to reinstall windows. Startup repair fails, as well. I am wondering if the hard drive itself is no good.

The optical drive is one we just unplugged from a previous Dell. Uses all SATA connectors. No IDE possible. We can only use USB mouse/keyboard.
I'm not at that computer at the moment, as it is as my Mom's. It starts using the Last Known Good. But I haven't asked if it hangs at a certain line when trying to enter Safe Mode. It will not enter Safe Mode completely, and just restarts. This tells me that this might still be a driver issue.... I will try to get them to see if it stops at a certain line as well.
I have seen other forums that point to the Corsair TX series being the problem, but this is of the CX series, and I'm hoping it is not the problem.

EDIT: Getting into Safe Mode, it stops at the file CLASSPNP.SYS
