everytime i try to overclock my samsung monitor i get the following message: "not optimum mode recommended mode 1920x1080 60hz."
is there a way to surpass this or can't i overclock my monitor

So if you tried it, created a CUSTOM resolution setting under that option, it means your monitor's firmware blocks it. I have the same limitation on my Samsung 25.5" 1920x1200 monitor, but I do not on my Samsung 22" 1680x1050 monitor nor my Dell 27" 2560x1440 monitor.
I don't think that Samsung monitors in general can be overclocked. Even if there are a few models out there that can be, you'd definitely know about that. But Google the model number and try to find it out.
You don't say if you have a dedicated video card (and what type if you have it) or if you are running on onboard graphics (either Intel or AMD). Nvidia's control panel in their drivers for video cards has an option to manually select a "customize" resolution setting with includes manually setting the MHz speed.
I would assume AMD's video drivers have something similar. I do not know if Intel's onboard graphics driver or AMD's onboard graphics driver have a similar option. Any either case, I would not recommend going more than 75Hz to start out. Also keep in mind many monitors do not overclock well and actually perform worse overclocked than their native 60MHz speed (frame stutters, artifacting, etc.).
