Cant open bootup menu

Hello ! im having a problem with my graphics card (i assume its the grafics cards fault cus this happened when i changed the card) im using an Radeon RX 560 and on startup it shows blue Horizontal lines and then works perfectly now im trying to kind of overclock it but i cant open the boot up menu to change the settings is this normal or is there a way to fix it?

Try another connection from GPU to monitor. Monitor should also have auto settings in OSD, so see about that.
