Can't open Command Prompt (Tried as Admin)

As the title suggests, I can't open Command Prompt, I have no idea why this could be, I'm running Windows 10, and I've tried to open it regularly, as an admin, through Powershell commands as an admin, in safe mode and in any other way you can think of, all to no avail. At first I thought it could be a virus but a full scan on AVG as well as Malwarebytes revealed nothing other than some tracking cookies. Does anyone have any answers? I'm getting pretty desperate at this point and I've made a YouTube video showing me trying to open it once and then in rapid succession, the result is the same no matter how I try to launch it.

As I said, I've tried running it as admin from every possible location, any other possible solutions?
 
have you tried accessing it from advanced start up? I assume you probably did since you tried safe mode.

have you tried booting from win 10 installer and then choosing repair on screen after languages, then troubleshoot/advanced/command prompt

what do you want to do in command prompt?

if you can't access it at all, I would suggest a reset as you really need command prompt for all sorts of things.
 


I actually just ended up calling Microsoft Support, they told me my account was corrupt so I just migrated it to a new one which fixed it, still, thanks for answering.

How did you know it was corrupted? And how did you migrate? I will check google also, but in case as Microsoft told you it may be different info i find!
