Can't open ports

Hello,
I've looked through toms-hardware and other forums on net, and tried to find a solution to my port forwarding problem but couldnt find anything that helps.
I've done this a lot of times, but since I've reset my router to factory settings. and did a clean Win10 install I didn't really need to do anything with ports. Since yday, I first tried to set up Minecraft server for my friends to play, since I knew (yea, right) what I was doing, I port forwarded and started the server. They informed me they can't join and I checked my port status if its open. It wasn't. Since then, till today, I tried everything I could think of, different ports, firewall and antivirus offline, antivirus (kaspersky) uninstalled, older server versions that I knew worked, various router pocking and other configurations, added rules to my firewall settings, and still, my port is closed.
I tried to test other games for this kind of problem, and started the easiest one, Warcraft 3, port forwarded 6112, and created a game in ICCUP (I already did this some time ago, and I know it should work), but it didn't. Noone entered my game and the port was closed.
I've got "Simple TCP Listener", since I read somewhere minecraft uses tcp, and started it. I confirmed its good, cause I couldnt start the server, it said there's already something using that port. One more check, and my port was still closed. Have no idea what to do anymore.
Could download teamspeak server and try it, I know for sure which port it constantly uses and check if it works, but I think its not necessary...

Router: Huawei HG531v1
Windows 10, no antivirus, firewall offline.
Anything more?

Honestly I have no freaking clue what could be wrong here, no "ignore" or anything that could be related to making my PC not pingable.
I will call my ISP and request a new router.
Thanks for all replies, but I think its either a ISP problem, or some sort of a 'bug?' in router's software. Could be, why not?

So you have the Port forwarding in the Router. Should be TCP ports and not UDP ports. Make sure it is pointing to the correct PC (when using port forwarding it is best to have a static IP. Whether you set it on the PC it self or set a DHCP reservation in the router).

Then on the Windows firewall side you went to Windows Firewall with Advanced settings, make a new rule and had it allow that port you needed.

Type in your EXTERNAL IP addreess (Whatismyip.com) and then the port you are using. it will tell you if it is open or not. If not double check your settings.
 
Already did all of that.
Tried both TCP and UDP, one at a time, then both, right now its TCP; I've set up my pc to be 192.168.1.2, and also tried to make it so the router decides which one is it, just to test it out, didn't work. Tried with both and one at a time TCP and UDP in the firewall advanced settings, right now it has both of it in it.
Checked with various sites, but still gave yours a try. "Host seems down." Nothing else that matters was shown, also tried with all of the options there and without the -Pn.

so you reset your router to factory settings, did you reset your modem as well?

this is just a theory, but sounds like you had a network issue and reset both router and modem to factory default.
modem was to be in bridge mode, now its not.
so you are double nating. you have NAT / firewall on the modem and you have NAT / firewall on the router.
make sure the modem is in bridge mode / or use DMZ or IP pass through for the router.
 
The heck is a modem, all I have is a phone line going to my router and from that Ethernet cable to my PC.
ISP, if I understand correctly: MTS/Telekom Srbija(Serbia)
And factory reset didn't do thing.

This worked and still works, I tried at my friends place to open a port and test it, it's working so I don't think the problem is beyond my router. He's router is HG532e, tho, same company, same ISP, same service offer as mine...
 
Will try. Could there be anything 'new' that windows 10 brought? Anything different than the previous ones? I honestly can't think of anything, but that's the only thing that has changed since my last usage of port forwarding...

No if they can't even Ping your IP address it has NOTHING to do with your PC or any other device on the network. Some routers though do "Ignore" ping request so make sure there is nothing like that in your router and if there is not then it is not an issue with you but with your ISP.
