Can't open settings after my pc crashed

So I played a game of CS:GO and my pc just crashed in a middle of a game with a blue screen saying
After restarting my pc the screen resolution went down and I cant open settings.
I've tried to use "lusrmgr.msc" from the Microsoft help page, but it doesn't work.
