Can't open settings, task bar broken, no sound?

Recently, my PC has had the taskbar stop working, so I tried everything I could to fix it. Then I wanted to reset my PC so I went to open settings and that would not open correctly because it would not stop loading permanently. Is there a way to reset using cmd some how? Thanks for the help.

Press the reset button on case and that will fix any issues if anyone has the same problems as me.
