Can't open settings to change time zone

Hi, I've had this problem before where I can't open settings, but it seems to have fixed itself before. Now I have the same problem only this time its affecting what time zone it says I'm in and I cant open settings to change it. I just changed my mother board and tower yesterday if that has anything to do with it. I also have dual screens if that may have something to do with it.

I just switched the primary and secondary screens once or twice and the setting would open again.
