Cant Open Start Menu or Use Search

Hello forum,

I'm having an issue getting the start button opened on my PC. If i hover over the icons they will highlight, and i am able to use the other icons on the task bar.

What I've Done;
Reboot multiple times
Restart explorer.exe
Run sfc /scannow command via PowerShell
Change theme

Any suggestions?

it's very rear Error or how shall i call it.... Anyway i had that on windows 10... You need to Reinstall windows i have done that in windows 10 didnt input disk anything just in settings option u have to reinstall.. with the windows 7 i think u have to Use USB or CD ... :/
